ARTICLE I: NAME
The name of this committee shall be the Monta Vista High School Site Council.
ARTICLE II: PURPOSE
The general purpose of the Monta Vista School Site Council is to advise and assist the school staff in the development, implementation, evaluation, and annual review of educational programs designed to improve the quality of education of students at Monta Vista High School, and improve the quality of life of the school community. The Council shall:
- Participate in the development of the annual school-based coordination plan.
- Have ongoing responsibility to review with the principal, teachers, other school personnel, and students the implementation of the school-based coordination plan, and to assess periodically the effectiveness of the plan.
- Approve and administer the annual Staff Development/Library and GATE budgets.
- Act as a consulting and advisory body to the school administration.
- Act and consult to the English Language program at Monta Vista High School.
ARTICLE III: MEMBERSHIP
Section 1: Voting Members
A. The council shall ensure parity between school personnel and parent/student group. Classroom teachers shall comprise majority of those persons representing school staff. Council members representing parents may not be district employees.
B. The voting members of the Council shall consist of the following: five teachers, one Principal, one other administrator, one non-certificated person, four parents of current Monta Vista students, and four students.
Section 2: Selection of Members
By the October meeting of each school year, each category of members shall select their own candidates to fill vacancies, which have occurred due to expired terms or resignations.
Section 3: Alternates
A list of alternative members shall be established by each membership category by the October meeting. One alternate may be selected for each voting member. Alternates shall receive an agenda and minutes of all meetings. Alternates will vote only if a regular member is absent.
Section 4: Terms of Office
Members shall serve for two years with a maximum of two consecutive terms.
Section 5: Resignation of Members
Resignation will be accepted upon written notice to the chairperson.
Section 6: Vacancies
All vacancies on the Council, which occur during the school year shall be filled by appointment by the chairperson with approval of the School Site Council by a simple majority vote of the members present at a regularly scheduled meeting.
Section 7: Termination of Membership
A member shall no longer hold membership should he or she cease to be a resident of the area, or no longer meet the membership requirement under which he or she was selected, e.g., a parent becomes employed by the district. Any voting member who fails to attend three consecutive meetings may be dropped from the Council by a simple majority vote of the members present at a regularly scheduled meeting.
Section 8: Non-Attendance of Meetings
All voting members of the Council shall notify the chairperson of the school secretary of an absence prior to the meeting.
ARTICLE IV: DUTIES OF COUNCIL MEMBERS
It shall be the duty of all council members to attend all meetings or notify an alternate when it is impossible to attend in person. Such alternates shall have full voting privileges.
ARTICLE V: OFFICERS
The officers of this council shall be a chairperson and a secretary.
ARTICLE VI: ELECTION OF OFFICERS
Section 1: All officers shall be elected at the October meeting, written notices of the election having been given.
Section 2: New officers shall assume their duties at the October meetings.
Section 3: No member shall hold the same office more than two years in succession.
Section 4: Should an officer resign, the Council will elect a new officer at the next regular meeting.
ARTICLE VII: DUTIES OF OFFICERS
Section 1: It shall be the duty of the chairperson, or a member designated by the chairperson, to preside at all meetings.
Section 2: The secretary shall keep the minutes of all meetings, attend to correspondence, and send out publicity as directed by Council.
ARTICLE VIII: COMMITTEES
The chairperson shall appoint such committees as he or she considers necessary at anytime, or as directed by a majority of the members present.
ARTICLE IX: MEETINGS AND QUORUM
Section 1: Time and place of meetings will be determined at the beginning of each school year by the School Site Council.
Section 2: A simple majority of the membership shall constitute a quorum.
ARTICLE X: AMENDMENTS
These bylaws may be amended at any regular meeting by a two-thirds vote of the membership.
ARTICLE XI: CONDUCT OF MEETING
The meetings will be governed by these bylaws and any dispute will be settled by Roberts Rules of Order.
